Position Summary/Purpose of Position:

This position is currently a one-year contract with possibility of renewal depending on funding.
The University of Maryland Support, Advocacy, Freedom, and Empowerment (SAFE) Center for Human Trafficking Survivors is hiring a Program Manager of Economic Empowerment. The SAFE Center is the first university-based center that focuses on comprehensive direct services, research, and advocacy in the field of human trafficking. Through in-house service provision and collaboration with partners, the SAFE Center provides social, legal, mental health, and medical services to trafficking survivors regardless of nationality, gender, age, or type of trafficking. Economic empowerment is a key element in restoring trafficking survivors’ independence and self-determination. The SAFE Center is seeking a Program Manager of Economic Empowerment to initiate and launch a comprehensive economic empowerment program to respond to this critical need. This is a highly visible leadership position as the Economic Empowerment Program is a main feature of the SAFE Center’s long-term strategic plan. The Director of Economic Empowerment will provide strategic direction, innovation, capacity building, and management to a range of empowerment services that will assist human trafficking survivors to become financially empowered, independent, and self-sufficient.

The SAFE Center is located in College Park, Maryland. Candidates will be required to complete a background check.

Minimum Qualifications:

Minimum of a Bachelor’s degree in a related field with a minimum of five years of experience and demonstrated leadership in workforce development, employment related counseling and placement, adult education and training, or a closely related field. Candidates should demonstrate:
A strong understanding of workforce development; experience with re-entry employment services and career services for immigrant and low income communities is a plus.
Experience working with human trafficking, domestic violence, or sexual assault survivors, or survivors of other violent crime.
Demonstrated program management with increasing levels of responsibility and leadership.
Ability to lead and collaborate in a cross-cultural environment to set goals, resolve problems, and make decisions that enhance program effectiveness.
Excellent interpersonal skills and experience supervising staff.
Excellent presentation, written, and oral communication skills.
Ability to employ innovative thought and strategic planning to program development.
Proficient in using various forms of technology including webinar platforms, presentation tools, and Microsoft Office. Computer literacy required.
Must have reliable transportation and maintain valid driver’s license and insurance coverage.


Fluency in a second language a plus.
Familiarity with the job market and trends in Maryland and the metropolitan Washington DC region. Familiarity with nontraditional jobs for women, jobs in the clean energy economy, STEM programs, and tech jobs a plus.
Familiarity with local and regional community and government workforce development resources.
An understanding of economic empowerment programs that build economic self-sufficiency.

Physical Demands

This is a primarily a sedentary position involving extensive use of desktop computers. The position does occasionally require walking some distance to attend meetings, and programs. Some car travel required.
