Position Summary/Purpose of Position:

The Program Coordinator position works closely with the Director to plan, manage, and report on the State of Maryland’s Procurement Technical Assistance Center (MDPTAC) program activities. Under the direction of the Director, the Program Coordinator is responsible for supervising the delivery of all procurement counseling services including the scheduling and presentation of locally developed workshops and/or cosponsored outreach events; personally deliver technical counseling services and assist the Director in the overall administration of the program and reports directly to the Program Director. This position requires the ability to exercise independent latitude and judgment in the performance of its duties.

Minimum Qualifications:

Education & Experience:
Bachelor’s degree in business or related field.
With a minimum of seven (7) years of experience in organizational management or small business assistance. At least two (2) years of experience preparing federal and state grant applications (programmatic and financial sections) including contract and grant management. A minimum of one (1) of supervisory experience.
Master’s degree in business or related field.
With minimum of five (5) years of experience in organizational management or small business assistance. At least two (2) years of experience preparing federal and state grant applications (programmatic and financial sections) including contract and grant management. A minimum of one (1) of supervisory experience.

Knowledge, Skills, and Abilities:
• Knowledge of small business/economic development programs.
• Working knowledge of federal regulations regarding fiscal management of federal funds such as defense supplements, OMB Circulars, Uniform Guidance.
• Knowledge of and experience with applying local, federal, state, county, city and other government contracting policies.
• Knowledge of small minority, disadvantaged and women-owned business procurement programs
• Strong interpersonal and communication skills (written and verbal)
• Strong consultative skills with the confidence and ability to enforce rules.
• Computer literacy with standard word processing, MS Office Suite (i.e., Excel, Word, PowerPoint), email, and Internet applications.
• Ability to handle sensitive matters with discretion, tact, and confidentiality.
• Ability to interact with a diverse group of stakeholders at all levels.
• Ability to counsel current and prospective clients on government technical procurement matters.
• Ability to establish and develop client/sponsor relationships such as mentor-protégé programs
• Ability to develop and execute a training curricula. Ability to prepare and present at a government contracting and related technical workshops.


• Prior experience in Procurement Technical Assistance Center (PTAC) preferred.
• College and/or University experience preferred.
• Curriculum development and instructional design skills preferred.

Physical Demands

Sedentary work performed in a normal office environment. Spending long hours in front of a computer screen. Must be able to attend meetings on and off campus. Ability to operate a State vehicle. Valid driver’s license and reliable transportation with liability insurance in effect is required. Ability to travel domestically. Regularly required to stand, walk, sit, reach, lift/move (up to 20 pounds), point, talk, and hear. Walking with materials for seminars and workshops. Occasional evening and weekend work may be required.
