Position Summary/Purpose of Position:

The Procurement Specialist will be responsible for providing specific information and assistance to businesses in Maryland seeking to sell products and services to government agencies and prime contractors.

Minimum Qualifications:

Bachelor’s degree in a business related field, three (3) to five (5) years in the government contract/procurement field.

Must have a working knowledge of FAR, DOD and other procurement regulations. Working knowledge of federal, state and local government regulatory processes related to the procurement of goods and services.

Must have skills to exercise considerable judgment, innovation, and discretion in establishing and maintaining effective working relationships across all levels of the organization and with external individuals and groups.

Ability to interact and present information in a clear and concise manner. Ability to conduct independent research; analyze and interpret results and develop comprehensive reports and proposals. Ability to plan, organize and manage multiple projects and to adapt workload to changing University of Maryland, government and corporate priorities.

Preferences:

Masters preferred.

Certified training in the procurement field is highly desirable.

Knowledge of contract bidding, bid rules, bid protest rules, allowable costs, construction bonding and material submittals.

Knowledge of government finance contracting process including cost principles, price analysis, negotiation, cost/schedule management and performance phases.

Physical Demands

In-state travel required to meet clients at their site or satellite SBDC/PTAC site.

Out of State travel 1-2 times annually for APTAC conferences.

Valid Drivers license and reliable transportation with liability insurance in effect is required.
