Position Summary/Purpose of Position:

The Center for Early Childhood Education and Intervention (CECEI) seeks a detail-oriented, energetic, highly organized and innovative individual to support the Maryland State Department of Education’s (MSDE), Division of Special Education/Early Intervention Services (DSE/EIS) comprehensive system of services for children from birth to Kindergarten. This is a one-year position, with renewal contingent upon performance and funding. The position will be based at MSDE in Baltimore with periodic travel throughout Maryland and meetings at the University of Maryland.

Responsibilities and Qualifications
The person hired for this position will provide professional development and technical assistance around evidence-based models and teaming practices associated with the delivery of comprehensive services to children from birth to Kindergarten.

Position Responsibilities:
• Interviews with local leaders around teaming practices and service delivery models
• Provision of Technical Assistance (TA) and Professional Learning (PL) on:
o Coaching and Teaming
o Service delivery, including
o Primary Service Provider Model; and
o Integrated Service Delivery Model
o Natural and inclusive learning opportunities
o DEC Recommended Practices
• Data collection and analysis
• Documentation of TA and PL
• Attending local leadership/implementation team meetings to provide support
• Development of Technical Assistance Resources
• Collaborating with the Early Childhood (EC) Birth to Kindergarten team and other EC partners.

Minimum Qualifications:

• Masters in Special Education
• Evidence of excellent oral and written communication skills
• Evidence of exemplary interpersonal skills
• Evidence of strong analytical and organizational skills
• Evidence of technology skills (Google Apps and Microsoft Office)


• Field experience in early intervention and/or preschool special education
• Knowledge of the varying teaming structures
• Understanding of Maryland’s MITP and preschool special education structure
• Knowledgeable about the DEC Recommended Practices, Key Principles for Early Intervention, and Key Principles for the IEP Process
• Knowledgeable about reflective coaching practices
