Position Summary/Purpose of Position:

The State Director, Maryland Small Business Development Center (SBDC) is responsible for directing all activities of the SBDC, including the overall planning, coordination and delivery of small business development services, programs, and resources to Maryland entrepreneurs. This position is also responsible for the establishment and attainment of goals and objectives, established by multiple funding sources. The State Director provides direction to two major statewide programs and several regional programs with multiple funding sources. The State Director develops and sustains financial resources for all of the SBDC programs.

The State Director has ultimate responsibility for guiding the organization to meet metrics specified in executed agreements with public, private, and educational stakeholders. This position reports directly the Associate Vice President for Innovation and Economic Development in the Division of Research.

Minimum Qualifications:

Education & Experience:
Master’s degree in business administration or related discipline.
With minimum of ten (10) years of successful senior leadership experience which includes project management and financial oversight. A minimum of five (5) years of supervisory experience. Proven effectiveness in raising funds from public and private sources.


Bachelor’s degree in business administration or related discipline.
With minimum of twelve (12) years of successful senior leadership experience which includes project management and financial oversight. A minimum of five (5) years of supervisory experience. Proven effectiveness in raising funds from public and private sources.

Knowledge, Skills, and Abilities:
• Comprehensive knowledge of financial practices, business plan development, and business resources available in the community.
• Exceptional leadership skills with the ability to identify and hire talent, coach staff, manage and develop high-performing teams, set and achieve strategic objectives, and manage a budget.
• Excellent interpersonal and organizational skills.
• Ability to communicate effectively verbally and in writing.
• Ability to handle sensitive matters with discretion and tact while maintaining confidentiality.
• Ability to manage multiple competing priorities, often under time constraints.
• Ability to assess and advocate for resources needed to achieve goals and objectives of the center.


• Prior experience in small business ownership or management.
• Experience in developing and managing multi-million dollar budgets.
• Proven effectiveness in government relations, advocating on behalf of an organization for funding. Understanding of the unique Federal/State partnership involved in SBDC.
• Proven acumen in building partnerships and managing diverse stakeholders with complex needs and demands.
• Ability to communicate and build consensus with a variety of internal and external stakeholders.

Physical Demands

Sedentary work performed in a normal office environment. Spending long hours in front of a computer screen. Must be able to attend meetings on and off campus. Ability to operate a State vehicle. Ability to travel domestically and internationally. Regularly required to stand, walk, sit, reach, lift/move (up to 20 pounds), point, talk, and hear. Occasional evening and weekend work may be required.
