Position Summary/Purpose of Position:

This position reports to the Assistant Director Research Safety and is the lead technical expert responsible for managing and directing the Laboratory Safety Program for the University of Maryland College Park campus and locations under its control. This position serves as the institutional Chemical Hygiene Officer.

Within the Department of Environmental Safety, Sustainability & Risk’s Office of Research Safety, the Manager, Laboratory Safety plans, directs and manages the laboratory safety staffing, services, equipment, training and budget of the Laboratory Safety Program. The position responsibilities include developing, implementing and overseeing a comprehensive laboratory safety program for chemical use and physical hazards in the laboratories, conducting risk assessments, recommending controls, and promoting a generative safety culture within the campus research community. Working with faculty, students and staff at all levels, this position supports the overarching university research safety commitments and campus safety committees.

This position works in conjunction with other Environmental Safety, Sustainability & Risk and Office of Research Safety staff to integrate all technical program services within a consistent “research safety” framework.

Minimum Qualifications:

Education – B.S. Degree in environmental health, safety, industrial hygiene, chemistry or related discipline.

Experience – Minimum of 10 years progressive experience in health and safety including 5 years experience implementing laboratory safety programs at a university or other research environment and three years directing a professional staff.

Knowledge – This position requires diverse knowledge and practical experience in implementing safety & health programs in the research laboratory environment; understanding of OSHA regulations, policies and guidance; hazard evaluation principles; and industrial hygiene monitoring. The individual must:

1. Possess a strong technical background in hazard assessments and laboratory operations/procedures and the applicability of safety regulations and guidelines.

2. Have expert knowledge of current laboratory safety practices and the health risks associated with hazardous chemical substances and physical hazards.

3. Have knowledge of indoor air quality evaluation techniques.

4. Have knowledge of industrial hygiene sampling and analysis methods.

5. Have the ability to collect and analyze safety-related data to identify risks and to implement controls for compliance with applicable regulations and standards of practice.

6. Be capable of conducting risk assessments of laboratory processes and procedures including the use of hazardous chemicals and equipment capable of generating physical hazards such as radiation, pressures, vacuum, temperature extremes, etc.) and provide recommendations and guidance for acceptable and safe operations.

7. Effectively work with numerous regulatory agencies, university colleges/departments, and all organizational levels.

8. Be able to effectively work with other units at the university and within Environmental Safety, Sustainability and Risk.

9. Write clear and concise reports detailing observations, interpretation of regulations/policies, and recommendations.

10. Have knowledge in emergency response procedures and the investigation of emergencies and incidents.

11. Have strong verbal and writing skills, including the preparation and presentation of complex technical documents.

12. Have computer experience including the use of: Internet browsers to search/access web-based systems and Microsoft Office (Word, Excel, Access, PowerPoint).

13.Be able to obtain a valid Maryland driver’s license.

Preferences:

Master’s or other advanced degree in Chemistry, Occupational Safety, or related scientific discipline. American Board of Industrial Hygiene certification.

Experience using a web-based safety management system at a large research institution.

Experience administrating implementation of a Chemical Hygiene Program for a research laboratory facility.

Experience in performing industrial hygiene sampling and evaluation of results.

Experience serving as mentor and/or technical lead for professional staff.

Additional Certifications:

Certification as CIH, CSP or other safety/environmental professional is preferred.

Physical Demands

Must pass an annual physical examination to utilize protective equipment, including respiratory protection.

Must be capable of lifting equipment and materials up to fifty pounds.

Will be required to occasionally work off-hours and be subject to on call capacity to respond to and investigate incidents occurring at the University or affecting University personnel.
