Position Summary/Purpose of Position:

As part of the Facilities Management (FM) Senior Leadership Team, serves as the principal human resources administrator for the FM organization, which employs approximately 800 employees including service, maintenance, skilled crafts, administrative, and professional staff. Human Resources activities include but are not limited to: staff relations, employment/recruitment, classification, wage & salary administration, benefits coordination, performance management, organizational planning, policy development, training and apprenticeship, employee communication, and diversity initiatives. Incumbent works closely and collaboratively with University Human Resources, and supports the University and FM by working with leaders to establish and maintain a workplace that provides respect, diversity, inclusion, and opportunity.

Minimum Qualifications:

EDUCATION (include licenses, certification, etc.):
Bachelor’s degree.

At least ten (10) years of progressively responsible leadership in human resources in a complex organization, including at least five (5) years experience supervising others. Experience in an unionized environment required.

Demonstrated ability to employ the principles and practices of human resources administration; sound techniques in all aspects of human resources. Knowledge of payroll methods and practices; thorough knowledge of applicable state and federal laws and regulations; strong knowledge of collective bargaining practices and processes; demonstrated ability to develop policies and procedures and long-term plans and programs, to apply and adapt practices to special requirements of the organization; to establish and maintain effective working relationships and to build consensus around HR strategies. Track record of delivering excellent customer service, and presenting facts and recommendations effectively in oral and written form.

Proficiency in using a computer for email, correspondence, data (Excel), presentations (PPT); and experience and ability to use an HRIS (human resources information system). Must have the ability to bring credibility to the HR function through own leadership skills and professional qualifications; must have strong interpersonal communication and presentation skills as well as proven organizational skills.


-Certification as a Professional in Human Resources (PHR or SPHR, SHRM-CP or SHRM-SCP) or related HR Certification.
-Advanced degree in human resources, organizational management, business or related fields is preferred.
-Experience in a facilities and/or service maintenance environment.
-Experience in the public sector.
-Ability to speak Spanish.

Additional Certifications:

Although driving a State Vehicle is not a requirement for this position, travel by foot or vehicle is required from time to time for meetings on and off campus. IF driving a State vehicle, incumbent must possess and maintain a valid class C Driver’s license or equivalent with fewer than six points.

The FM Human Resources (HR) unit is responsible for all human resources functions for an organization of almost 800 employees. The workforce includes service, maintenance, skilled crafts, administrative, and professional staff.

FM HR’s responsibilities include staff relations and conflict resolution, employment/staffing, classification, wage and salary administration, benefits coordination, performance management (PRD), organizational planning, health and safety, training and apprenticeship, and diversity initiatives. FM HR also coordinates business travel and parking-related activities, and plan and coordinate special events. The FM HR unit works closely with University Human Resources (UHR) on a variety of issues.

Physical Demands

Incumbent’s work is primarily in an office environment. Employee is considered an Essential Employee, subject to a 24-hour day, 7-day week span of operation. Should expect to be contacted in emergency situations either to report to work or to respond from off site.
